If You’re a Victim of Telecom Fraud, Do This Immediately – No. 5 in the Series of Warnings during the Anti-Online and Telecom Fraud Publicity Week by the Chinese Embassy in Thailand

(1) Fraud Cases via Phone Calls and Online Communication

Case Characteristics: Criminals communicate with the victims through text messages, phone calls, or online social media platforms, luring them into making active transfers or remittances.

If you encounter such fraud, respond according to the following procedures after being deceived.

Step 1: Dial 110

Call 110 immediately to report the case. Provide the police with detailed information about the scammer’s bank account number, phone number, etc. If you made the transfer or remittance through third – party payment platforms such as Alipay or WeChat, promptly provide the account information of these platforms.

At present, public security organs across the country have successively established anti – telecom and online fraud centers. The anti – fraud centers will contact banks or third – party payment platforms to quickly freeze the scammer’s bank account and third – party payment account. It should be noted that to avoid being caught, scammers will transfer funds to lower – level cards as quickly as possible and then withdraw cash after multiple transfers. Therefore, it is crucial to report the case immediately.

Step 2: Cancel the Transfer

If you transferred money through an ATM and it has not been 24 hours yet, you can apply to cancel the transfer through bank counters or telephone banking.

According to relevant notices from the People’s Bank of China, since December 1, 2016, except for transfers to one’s own peer – to – peer account, for personal transfers made through self – service teller machines (including other self – service devices with deposit and withdrawal functions), the funds will be credited to the account after a 24 – hour delay.

Step 3: Preserve Evidence

Sort out and keep relevant evidence materials. Firstly, transfer vouchers, including ATM transfer receipts, online banking transfer screenshots, bank statements, etc. Secondly, communication vouchers with the scammer, including call record screenshots, detailed call lists, chat content screenshots, etc. Thirdly, other evidence materials related to the case.

Step 4: Make a Record

Go to the local police station in a timely manner to make a record and provide relevant evidence materials. These materials are important bases for the police to carry out investigations and link cases. After the case is solved, these materials will also be used as evidence, playing a significant role in sentencing the criminals and recovering the ill – gotten gains.

(2) Trojan Link Fraud Cases

Case Characteristics: Criminals send trojan links to trick the victims into clicking. After obtaining the victims’ relevant information, they steal the funds in the victims’ bank cards or third – party payment platform accounts.

For this type of fraud, the response process is basically the same as the first scenario. In addition to dialing 110, canceling the transfer, preserving evidence, and making a record, there are two special points to note.

I. In Case of Falling Victim to Telecom and Online Fraud with Financial Losses, Different Response Measures for Two Scenarios

  1. Query the Information of the Transaction Counterparty
    Before reporting the case, promptly contact the bank to query the fund flow and obtain the scammer’s bank account information. If the funds on third – party payment platforms such as Alipay or WeChat are stolen, contact the customer service of the relevant platform for querying. Special attention: Contact the query through official channels. Never contact the “customer service” found on the Internet, as the other party is likely to be a scammer.
  2. Re – flash the Phone
    After preserving the information content of the trojan link and relevant evidence, turn off the phone infected with the trojan virus and re – flash it. Note: It is not a factory reset, but re – flashing! And promptly change the passwords of bank and social accounts used in the infected phone.

II. Response Measures without Financial Losses

To bring the scammers to justice as soon as possible and prevent them from deceiving others, the following points need attention.

(1) If your phone has been infected with the trojan virus, even if there is no financial loss, re – flash the phone in a timely manner and change the relevant passwords. Because although there is no financial loss, the trojan virus may have stolen various information in your phone.

(2) Provide relevant online fraud information clues, even fraud recordings, to the public security organs through 110 alarm calls, 12110 text message alarm platforms, online 110, etc. The police will summarize these clues and carry out work.

(3) Enhance prevention awareness and learn prevention knowledge. For telecom and online fraud, never listen, believe, or respond. Never click on strange links or QR codes easily.
